This Morning Brief presentation is about the dramatic rise of the People’s Republic of China as a world power and the impact of this trend on relations between Caribbean Community Member States and Atlantic powers like Canada. It begins with a survey of the Inter-American system as the hemisphere’s premier multilateral forum and anchor of established hemispheric summitry processes that contribute primarily to the regional security. Consideration is given to the motivations of Chinese strategic engagement and the reciprocal responses of Caribbean governments to Chinese activism. A strategy of soft institutional balancing with third states is proposed.

The latter book undergirded her expert testimony before a Joint Session of the 114th.U.S. Congress | Committee on Foreign Affairs in September 2015, on the topic, "China's Advance in Latin America and the Caribbean."
