Eugene Matos holds a Ph.D in Law and Licentiate in Law from the Faculty of Civil Law of the University of Ottawa. He is a senior diplomat possessing more than three decades of recent practice during his diplomatic assignments in Europe, Asia, and the Americas. He has been Minister Counselor responsible for public diplomacy in embassies in Europe, Canada and the Americas. Mr. Matos is the recipient of several high recognitions for his contribution to public diplomacy at the national and supranational level. He is the founder of Diplomat Magazine in The Hague. Mr. Matos is a former diplomatic alternate representative at the International Criminal Court, at the International Court of Justice and at the OPCW in The Hague, the Netherlands.
