Overcoming Ottawa’s Technology and Procurement Challenges with an Outcome-Based Approach

Event Overview

On October 29, from 8:00 to 11:30 am, an educational forum was held with leading technology and acquisition experts to discuss procurement strategies and approaches used by the Government of Canada in delivering successful IM/IT projects for Canadians.

The pandemic had demonstrated the power of outcome-based project management to respond rapidly to Canadians' urgent needs by defining a problem and enlisting industry experts to deliver a solution. However, even in recent budget communications, IT procurement was more often noted as a roadblock than as a means to a solution.

It was emphasized that procurement methodologies and project management strategies could and should be improved to ensure efficiency and delivery. With financial cutbacks and ongoing recruitment challenges, a growing number of departments and agencies would increasingly have to rely on outcome-based projects to achieve digital transformation on time and on budget.

The forum explored strategies to achieve this successfully.

Réjean Bédard is one of the main pillars of Levio, one of Canada's fastest-growing business and IT consulting firms. He currently heads the Public Sector and Insurers business unit, which includes some 900 consultants. With 40 years' experience in large-scale project management, Mr. Bédard's business vision and technological expertise have enabled him to participate on several occasions in the process of setting priorities and budgets for major government projects. More recently, he has coached and guided Quebec government departments and agencies in the implementation of outcome-based projects.

Lysane Bolduc, Director General, Professional Services Transformative Solutions Sector, Public Service and Procurement Canada

Lysane recently took on the new role of Director General at Public Services and Procurement Canada's (PSPC), Professional Services Transformative Solutions Sector (PSTSS). She previously served as Director General of the Real Property and Commercial Acquisitions Sector (RPCAS) within the Procurement Branch at PSPC. Lysane’s past experience includes the role of Senior Director at PSPC, Place du Portage Place III (PDP3) Asset & Workplace Renewal (AWR) Real Property Project, as well as Director responsible to deliver Indigenous Services Canada’s Water and Wastewater Program.

As the Director of Solution Engineering for Public Sector Canada, Chris' mandate is to help ensure organizations understand the value that Salesforce solutions bring them, particularly as it relates to serving citizens, employees, patients, stakeholders and partners for exceptional client experiences. With 30 years in the enterprise IT market, Chris has experienced first hand the struggles and successes across the entire Canadian Public Sector landscape in delivering both small and large IT projects, using on-premise and cloud-based solutions.

Graham Richardson Managing Director, Media and Communications (MC)

Graham Richardson is a seasoned journalist and multi-media broadcaster and newsroom leader who brings over three decades of media experience to EGA. Over his 31-year career, Richardson has covered major national and international events, earning the trust of viewers and the respect of those he covered.

As the Chief News Anchor at CTV Ottawa, and afternoon news reader at 580 CFRA, Richardson is a familiar face and trusted voice in hundreds of thousands of households across the region.

In his new role at EGA, Richardson will leverage his extensive media expertise to provide strategic communications counsel to clients across various sectors.

Before becoming Chief News Anchor at CTV Ottawa, Richardson covered Parliament for nearly four years. He filed reports from Kandahar Afghanistan, G-8 meetings in Germany and Japan, a NATO summit in Romania, official visits to India, Singapore, the Czech Republic, Poland and the United Nations in New York.

Before his assignment on Parliament Hill, Richardson was CTV's Los Angeles Bureau Chief, covering the Michael Jackson trial, Hurricane Katrina, space shuttle landings, the Mexican election, and the 2006 Winter Olympics in Torino Italy.

Richardson was also Queen's Park bureau chief for Global News, where he covered the end of the Harris premiership and the beginning of the McGuinty Liberal government. Prior to that he spent eight years in Alberta, four in Calgary, four in Edmonton, covering an extraordinary period of growth in that province, under Premier Ralph Klein.

A graduate of Queen's University in Kingston, Richardson has spent many summers along the shores of Bob's Lake near Westport. When he's not working or volunteering, Richardson and his wife Leigh Anne are active dance parents, with their talented son Bennett, and now retired minor hockey player Jack, who just graduated Western University and now works in journalism

He promotes professionalism and excellence for the over 20,000 public service employees who work in Acquired Services and Assets Sector Communities, including delivery of a variety of programs and services for government-wide community and professional development.

Jason Weatherbie is a Senior Director within the Enterprise IT Procurement (EITP) directorate at Shared Services Canada (SSC). He has over 25 years' experience in the procurement field split between PSPC and SSC. He has been with SSC since its inception and currently oversees a team of 70+ members. His current focus at SSC is on Network goods and services, Cyber Security requirements as well as Satellite Services.
